OSTA (Goals, Objectives, Strategies, Tactics, Actions) is an open-source, MIT-licensed specification for governing autonomous AI agents. It defines decision authority, autonomy boundaries, kill conditions, health monitoring, and audit trails across a five-layer hierarchical control system. Built and stress-tested internally at Cybersol, released for everyone. Usable today with Claude Cowork or Claude Code.
